SystemRunner::run, run_quiet and capture set GIT_ALLOW_PROTOCOL=http:https:ssh:git:file, so git cannot start an ext:: helper from a repo URL whatever the user's protocol.*.allow says. launch is left alone: launched agents are the user's own tools, and the variable is not stored in envs, which launch shares.
clone::with_source refuses a shorthand source that is not exactly owner/repo (no .., ., leading ~ or -, extra or empty segments, backslash). The check runs after the local-directory lookup, so existing local paths still install in place.
Symlink containment is the other half of the bead (lane A2) and lands separately. Reviewed locally by a fresh reviewer (PASS) and a rules check (no blocking rows).
